This program finds all runs of consecutive days where requested
threshold conditions are met or exceeded.  The conditions apply only
to a single climate element at a time.  Starting and ending day of all
runs greater than a specified length are printed.  Runs are not
allowed to cross a missing day; user is informed of all missing days
that may possibly interrupt runs. Only runs with at least one occurrence
are reported.

Input:
    Coop Station Id(s) dddddd, dddddd
    Start date yyyymmdd
    End date   yyyymmdd
    Element    e.g. pcpn
    Aeb        above, below or equal
    Threshold  integer threshold value
    Min Run    number of days in a run to be reported
    Verbose    if turned on it will return information about data where
               the threshold was not met

This program is a data lister. 
It will list pcpn, snow, snwd, maxt, mint (, tobs, evap) data
over a period given by a start date and end date. If the user is 
only interested in data spanning part of the year (e.g. a season), a window 
can be defined to isolate that interval.

    Otput Format       json, csv, ascii

as snow depth or evaporation are not summarized by this
program

This program can be used to find the latest spring and   
earliest fall frost (or other temperature(s)) each year. 
' However, it is written much more generally to allow      
finding the latest or earliest occurrence above or below 
a threshold value, for a period up to 12-months long,    
which may extend from one year into the next (for example,
the winter season from July thru June), for up to 10 sets 
of values.  Furthermore, the "midpoint" of the period can 
be set anywhere between the starting and ending dates.    
For example, July 31 can be used as mid-year, rather than 
une 30 (is a frost on July 2 the "last frost" of  spring,
or the "first frost" of autumn??)  A time series of the   
values for each half of the interval is formed, and the   
probability of exceedance is calculated, using only those 
years with less missing data than the user specifies as a 
minimum.

This program finds the extreme value of a climate element for a
1-day, 2-day, 3-day,....9-day, 10-day, 10, 15, 20, 25 and 30-day period within
a 12 month window each year.  The user specifies the
starting month of the 12-month window.
Statistics are then determined for each duration, and
values are then calculated for various recurrence
intervals, exceedance and non-exceedance probabilities.
The coefficient of variation and skewness may be determined
from the station record, or from externally supplied     
areal values, as suggested by Jim Goodridge (CA).       
(This feature temporarily suspended)
Other elements may be used: Max and min temperature,
snowfall, and snowdepth (for instance to find the warmest
3-day average maximum expected every 10 years)           
The value given is the extreme from periods that START in  
the year as defined.  The date given is the START of the
interval.

This program computes precentiles for each day based on empirical
distributions. Elements include max, min and
mean temperature, degree days, daily temperature range,
precipitation, snowfall and snowdepth.  The user selects 
the starting and ending year.  Distributions are         
empirical rather than fitted to theoretical distributions.
Separate values are calculated for each day of the year. 
The values for any given day are determined from the next
1 to 30 days, starting on that day (a user-selectable    
quantity).  (The use of additional days increases the    
sample size, and smooths the day-to-day variations.)     
Furthermore, these values can be based on individual     
daily values, or on averages (or sums, for some elements)
for the next (n) days.
