This program finds degree days above or below any selected
base temperature, allowing for heating, cooling, freezing, 
thawing, chilling and other degree day thresholds.
NCDC round-off can be simulated (truncation rather than
rounding.
Maximum and minimum temperatures can be truncated, and 
certain days can be skipped.
The program can find either time series of monthly values
or long term averages of daily values

Input:
