This program is a data lister. 
It will return data for a desired element
over a multi year period specified by a start year and end year.
Listed are all the days of a month on a single line. The data is stepped 
through chronologically.

Input:
    Coop Station Id(s)          dddddd, dddddd
    Start date                  yyyy
    End date                    yyyy
    Element                     (e.g. maxt) 
    Temperature Precision       Temperature precision option; tenths of degrees or
                                whole degrees. (default = tenths of degrees)
    Output Format               json, ascii
    Temp Unit                   Celsius or Fahrenheit
    Number of Characters        Number of spaces to be used to store results.
                                Options: 2,3 or 4. If data does not fit space
                                specified here, 2 hashes are substituted instead of 
                                the data values
